Jharkhand Chief Minister Hemant Soren has introduced three employment initiatives to support six lakh returning migrant workers. These programs are the Birsa Harit Gram Yojana, Poto Ho Khel Vikas Yojana, and Nilamber Pitamber Jal Samridhi Yojana. Collectively, these initiatives—बिरसा हरित ग्राम योजना, वीर शहीद पोटो हो खेल विकास योजना, and नीलाम्बर-पीताम्बर जल समृद्धि योजना—are designed to revitalize the rural economy.

The launch of these three rural employment programs follows the return of numerous migrant laborers to the state. All three initiatives will be managed by the Rural Development Department under the framework of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). The government is dedicated to supporting its citizens, particularly vulnerable SC/ST groups, rural women, and economically disadvantaged families. Birsa Harit Gram Yojana

The Birsa Harit Gram Yojana intends to convert over 2 lakh acres of vacant government land into productive forest areas. Approximately 5 lakh families will receive around 100 fruit-bearing saplings, with initial planting, maintenance, and land preparation managed through MGNREGA. It is anticipated that over 50 million fruit trees will be planted in the coming months.

A key feature of this initiative is that the individuals responsible for planting and tending the trees will retain the benefits of the harvest. The government will assist in establishing market connections for these farmers. Each family is expected to earn approximately Rs. 50,000 annually, though the land remains under government ownership.

Poto Ho Khel Vikas Yojana

The Poto Ho Khel Vikas Yojana integrates sports development with rural employment to build community infrastructure. The state plans to construct 5,000 sports grounds, aiming to establish at least one in each of the 4,300 panchayats.

Nilamber Pitamber Jal Samridhi Yojana

The Nilamber Pitamber Jal Samridhi Yojana focuses on water conservation, groundwater replenishment, and the construction of agricultural water storage facilities to capture rainwater. Districts frequently affected by water scarcity, such as Palamu, will be primary beneficiaries.

These three rural employment programs are customized to leverage state resources while utilizing central MGNREGA funding to support migrant workers.
