शासन के मंशानुरूप गढ़बो नवा छत्तीसगढ़ के परिप्रेक्ष्य में मुख्यमंत्री जी के मार्गदर्शन में स्वास्थ्य एवं परिवार कल्याण विभाग के छत्तीसगढ़ के ग्रामाचंल एवं सुदूर वनाँचलों के अंतिम व्यक्ति तक गुणवत्तापूर्ण स्वास्थ्य सुविधाएँ उपलब्ध कराने हेतु प्रतिबद्ध है। महात्मा गांधी जी के 150वें जन्म दिवस के अवसर 2 अक्टूबर 2019 को इस योजना का शुभारंभ किया गया| ग्रामीण क्षेत्रों के अस्पतालों में चिकित्सकों की कमी के कारण बीमार लोगों को ईलाज के लिए कई बार आधारभूत स्वास्थ्य सेवाऐं भी समय पर नहीं मिल पाने के कारण बीमारी का पता नहीं चल पाता है तथा जटिलता की स्थिति में उच्च अस्पतालों को रिफर करना पड़ता है।
हर हफ्ते हाट बाजार क्लिनिक में जांच और ईलाज की सुविधा से ऐसे मरीजों को त्वरित रूप से आधारभूत स्वास्थ्य सेवाऐं मिल सकेगी। ग्रामीण तथा शहरी स्लम क्षेत्रों में पैथोलाॅजी प्रयोगशालाएँ नहीं होने के कारण मरीजों को छोटी-छोटी जाँचों के लिए भी शहरी क्षेत्रों तक आना पड़ता है। अब हाट बाजार क्लिनिक में ही रक्तचाप, मधुमेंह, सिकलसेल, एनीमिया, हीमोग्लोबिन, मलेरिया, टाईफाॅईड जैसी बीमारियों के लिए खून की जांच निःशुल्क हो सकेगी। जिससे लोगों का बीमारी की स्थिति में त्वरित ईलाज भी हो रही है।
