Manipur’s Department of Social Welfare has introduced the Chief Ministergi Shotharabasingi Tengbang (CMST) Scheme 2026, specifically designed for Persons with Disabilities (PWDs). The main goal of this initiative is to improve the quality of life for differently-abled individuals and promote their full inclusion in society. This program aims to support the empowerment of PWDs as well as those from economically disadvantaged backgrounds.

CMST empowers disabled citizens to actively participate in the state's socio-economic growth, allowing them to contribute to Manipur's overall progress. The initiative consists of five core components: Care Giver Allowance (financial aid), student scholarships, free bus passes for MST, soft loans, and maintenance grants.

On September 17, 2022, CM N. Biren Singh announced a monthly stipend of Rs. 500 for PWDs with disability levels between 60% and 80%. The Chief Minister gi Sotharabasingi Tengbang, originally launched in December 2017, continues to provide Rs. 1500 monthly to those with a disability rating of 80% or higher.

CMST Sub-Scheme Breakdown

The core elements of the five sub-schemes are outlined below:

Care Giver Financial Support

  • Differently-abled residents with over 80% disability are eligible for Rs. 1500 per month.
  • Additionally, the state government offers insurance via the Swavalamban Health Insurance Scheme for PwDs, requiring a small annual contribution of Rs. 366 from beneficiaries.
  • This coverage extends to 4 family members, providing up to Rs. 2 lakh in insurance benefits including OPD expenses.

Scholarship Program for Students

CMST provides annual educational scholarships to PWDs as follows:

  • Class 1 to 5 - Rs. 3,000 annually
  • Class 6 to 8 - Rs. 4,000 annually
  • Class 9 to 12 - Rs. 6,000 annually
  • Graduation level and above - Rs. 8,000 annually

MST Free Travel Passes

The CMST program facilitates free transportation and travel concessions for PWDs utilizing Manipur State Transport (MST) services.

Maintenance Grant Assistance

The government provides a monthly maintenance allowance of Rs. 1000 to assist homeless elderly individuals. Senior citizens aged 60 and above who are homeless or residing in care facilities are eligible to apply.
