The Punjab Divyangjan Shaktikaran Yojana (PDSY) 2026 received official approval from the state cabinet on November 18, 2020. This initiative for the empowerment of disabled citizens in Punjab is set to be rolled out in distinct stages. In the second phase, the Punjab state government plans to introduce 13 innovative interventions specifically designed to uplift and empower individuals with special needs.

The resolution to launch the Punjab Divyangjan Shaktikaran Yojana (PDSY) 2026 was finalized during a virtual cabinet session led by the Chief Minister in Chandigarh. This Empowerment Scheme aims to bridge the gap in government job representation for people with disabilities. As part of this initiative, the employment generation department is tasked with filling all vacant positions reserved for PwDs within a six-month timeframe.
Phase 1 of Punjab Divyangjan Shaktikaran Yojana
During Phase 1 of the Punjab Divyangjan Shaktikaran Yojana, the primary goal is to ensure that PwDs fully utilize existing government-run welfare programs. This encompasses comprehensive support in areas such as medical care, academic opportunities, career placement, and ensuring safety and dignity across all life aspects.
Phase 2 of Punjab Divyangjan Shaktikaran Yojana
Phase-II of the PDSY introduces fresh initiatives and targeted programs. These measures address specific requirements not covered by current central or state-level schemes for disabled individuals. The strategy emphasizes the integration of various government services to maximize their impact for PwDs. Key interventions in Phase 2 of PDSY include:
- Medical treatment for disability-related conditions
- Provisions for mobility aids
- Distribution of assistive technology
- Five days of annual special leave
- Access to free schooling
- Empowerment programs for disabled female students
- Opportunities for recreational engagement
- Home-based education for children with special needs
- Awards for educators demonstrating excellence in teaching disabled students.
Implementation of Punjab Divyangjan Shaktikaran Yojana
A specialized advisory group, led by the Minister for Social Security and Women and Child Development and including all cabinet ministers, will oversee the execution of this scheme. Under their guidance, the state government is committed to the successful realization of the Punjab Divyangjan Shaktikaran Yojana to support the welfare of all disabled persons.
