The Goa Directorate of Education (DoE) has proposed an updated Cyberage Student Scheme to the state government for approval. Under this modified policy, laptops issued to 11th-grade students will no longer be considered personal property. Instead, these devices will remain the assets of the schools where the students are registered. Consequently, beneficiaries who receive laptops through this free program will be required to return them to their respective institutions once they finish their schooling.

The Goa Revised Cyberage Student Scheme 2026 is currently pending state government authorization. This revamped free laptop initiative aims to conserve public funds that were previously spent on purchasing new units for every incoming batch, as the hardware can now be recycled and used by subsequent groups of students.

During his final term, former Chief Minister Manohar Parrikar announced that the Cyberage scheme would be overhauled due to reports of students misusing the hardware. Some recipients were found selling the laptops they had obtained through the government program on online platforms.

The Cyberage initiative was launched in Goa during the 2002 fiscal year by Manohar Parrikar during his inaugural term. This was a pioneering program in India that provided free laptops to students in higher secondary schools and professional colleges. The scheme was later enhanced to broaden laptop distribution. Presently, all 11th-grade students are eligible for a free laptop, but it is intended that starting in the 2026 academic year, students will receive devices under the newly revised guidelines.

Rolling out the updated free laptop program may require additional time as various operational details are still being finalized. The 2026 revision will incorporate provisions regarding student accountability should a school-issued laptop sustain damage while in a student's care.

Under the current version of the Cyberage scheme, the laptop is considered the personal property of the student upon receipt, although it is restricted from being used for any commercial purposes during the initial years.

The 2026 free laptop initiative will remain open to all 11th-grade students, regardless of their chosen stream—arts, science, or commerce. Those interested in applying for a laptop under this scheme will need to submit an application using the formal proforma, which will be provided at a later date.
