Central government has declared a reduction in the interest rate for the 2026 House Building Advance (HBA) scheme, lowering it from 8.5% to 6.64%. The administration, under Prime Minister Narendra Modi, previously updated the HBA guidelines for federal employees to align with the 7th Central Pay Commission (CPC) recommendations. 2026 House Building Advance Program for Central Government Staff

The 2026 interest rate for the House Building Advance will be pegged to the 10-year G-Sec yield for home construction loans. Previously, the interest rate for HBA was set at a simple interest rate of 8.50%. As of September 14, 2019, the 10-year G-Sec yield was 6.64%, implying that the HBA interest rate for federal employees would decrease from 8.5% to approximately 6.64%. However, the specific operational details regarding the final interest rate implementation are still pending.

Loan Amounts for Central Government Employees under HBA

Eligible central government staff can secure an HBA loan up to the equivalent of their 34 months' basic pay, a maximum of Rs. 25 lakh, the actual cost of the property, or based on their repayment capacity—whichever is the lowest—for purchasing or constructing a new home or flat.

Employees are also permitted to apply for HBA to cover house expansion costs. For such cases, the loan is capped at Rs. 10 lakh or 34 months' basic pay, or the assessed repayment capacity, whichever is the lowest.

The repayment structure for HBA remains unchanged: the principal amount must be paid off over the first 15 years in 180 monthly installments, followed by interest payments over the subsequent 5 years in 60 monthly installments. If both spouses are employed by the central government, they are both permitted to apply for HBA individually or collectively.
