Himachal Pradesh government has introduced the Nai Raahein Nai Manzilein Scheme with the aim of broadening the scope of tourism. Through this initiative, the state government of HP intends to pinpoint and promote lesser-known and undiscovered tourist locations. The Nai Raahein Nai Manzilein scheme will boost tourism in these areas, particularly in rural settings across the state. The total financial allocation for the Nai Rahen Nai Manzil Scheme amounts to Rs. 50 crore.
What is the HP Nai Raahein Nai Manzilein Scheme 2026?
Chief Minister Jai Ram Thakur stated that the Himachal Pradesh government has launched a new initiative, Nai Raahein Nai Manzilein, to identify and develop unexplored and underutilized tourist destinations within the state. The CM noted that as of July 8, 2020, over Rs. 18.65 crore had been expended from the total budget of Rs. 50 crore allocated for this program.
The Chanshal area in Shimla district is being enhanced as a ski destination under this project, with proposals for a ropeway/ski lift, a restaurant, camping facilities, and wayside amenities. Bir Billing in Kangra district and Janjehli in Mandi district are being developed as paragliding and eco-tourism destinations, respectively, as part of the Nai Raahein Nai Manzilein Scheme. Additionally, Pong Reservoir is being transformed into a water sports hub under this initiative.
Announcement of the Nayi Raahein Nayi Manzilein Scheme
Chief Minister Jai Ram Thakur announced the Nayi Raahein Nayi Manzilein Scheme during a review meeting of the Himachal Pradesh Tourism Department. The HP government will designate specific circuits for infrastructure development and undertake various enhancement projects within these circuits under the Nai Rahen Nai Manzil Scheme.
Furthermore, the government plans to develop one standout destination within each selected circuit into an exemplary and unique tourist spot. This strategy is expected to attract visitors from various regions, thereby diversifying the tourism landscape.

The Tourism Department has outlined 9 circuits under the Nai Raahein Nai Manzilien Scheme. These 9 circuits are listed as follows:
- Jogindernagar-Barot-Kothi Kohar-Rajgungja-Bir-Billing
- Sundernagar-Chail Chowk-Kamru Nag-Shikari Devi-Janjheli
- Shimla-Khara Pathar-Rohru-Sandasu-Larot-Chanshal-Dodra Kwar
- Dhauladhar Circuit
- Buddhist Circuit
- Bhakra-Bilaspur-Sundernagar-Jogindernagar-Pong Dam
- Solan-Habban-Rajgarh-Shillai
- Manali-Rohtan-Tandi-Udaipur-Killar
- Narkanda-Baghi-Khadrala-Chini (Kalpa)-Pangi Circuit
A joint committee comprising officers from Tourism, PWD, Forests, Language, Art, and Culture departments will tour the designated circuits. This committee will then propose the necessary activities for each circuit in consultation with local panchayats and other relevant stakeholders.
