KISCE Khelo India State List (Phase 1 / Phase 2): The Union Ministry of Youth Affairs and Sports, Central government is setting up Khelo India State Centres of Excellence (KISCE) under the Khelo India initiative. The goal is to designate one KISCE in every state and union territory to build a superior sports infrastructure across the nation. During the initial phase of the KISCE project, the Sports Ministry selected state-run facilities in 8 states, followed by an additional 6 state-managed facilities in the second phase.

KISCE First Phase Overview: The first phase of the KISCE program involved the Sports Ministry identifying state-run sporting venues in 8 states. These include Karnataka, Odisha, Kerala, Telangana, and the northeastern states of Arunachal Pradesh, Manipur, Mizoram, and Nagaland. The selection process began in October 2019, with states and UTs invited to nominate their top-tier sports infrastructure for upgrades to international standards. Out of 15 submitted proposals, 8 were selected based on existing training facilities, infrastructure quality, and the history of producing champion athletes.

KISCE Second Phase Overview: In the second phase, the Sports Ministry is establishing KISCE facilities in 6 additional states under its flagship scheme. This group includes Assam, Dadra & Nagar Haveli and Daman & Diu, Maharashtra, Madhya Pradesh, Meghalaya, and Sikkim.

  7. Maharashtra - Sree Shiv Chhatrapati Shivaji Sports Complex, Balewadi, Pune

Currently, there are 14 KISCE centres established, with 8 from the first phase and 6 from the second phase.

Sports Ministry's KISCE Initiative

To upgrade existing venues into KISCE units, the central government provides "Viability Gap Funding" focused on sports science, technology, and specialized training. This support addresses requirements for modern equipment, expert coaching staff, and high-performance management. The funding specifically supports Olympic sports disciplines, though it can extend to other sports science areas managed by the centre.
