DAY - NRLM in the 2023-24 Union Budget

The Deendayal Antyodaya Yojana National Rural Livelihood Mission has achieved significant milestones by organizing rural women into 81 lakh Self Help Groups. Our goal is to elevate these groups toward greater economic independence by establishing large-scale, professionally managed producer collectives. These groups will receive support regarding raw material procurement, product design, quality control, branding, and distribution. With the right policy backing, these entities are expected to scale their operations to meet national consumer demand, similar to how successful startups transform into "Unicorns."

Understanding the Deendayal Antyodaya Yojana - National Rural Livelihood Mission

Formerly known as the Swarnjayanti Gram Swarozgar Yojana (SGSY), this flagship initiative by the Ministry of Rural Development was launched in 1999 and revamped in the 2010-11 fiscal year to become the National Rural Livelihood Mission. The core purpose of the NRLM is to provide sustainable income streams to rural households living below the poverty line through productive economic activities, ultimately lifting them out of poverty.

The Ministry of Rural Development, Government of India, formed a committee led by Prof. Radhakrishna to assess the implementation of the previous SGSY. The committee recommended a "Livelihoods Approach" to tackle rural poverty, which involves four interconnected pillars:

  • Organizing underprivileged households into active Self Help Groups (SHGs) and their respective federations
  • Improving access to banking credit, financial resources, technical support, and marketing platforms
  • Developing skills and capacities to foster sustainable and profitable livelihood opportunities
  • Integrating multiple government programs to efficiently deliver social and economic benefits to the poor

Following these recommendations, the government transitioned SGSY into the National Rural Livelihood Mission (NRLM) in 2010-11 to accelerate poverty reduction and meet Millennium Development Goals (MDG) by 2015. The official implementation framework was approved on December 9, 2010, and the mission was formally inaugurated on June 3, 2011.
