The Nekar Samman Yojana 2026 is a specialized Karnataka state government initiative for handloom weavers, originally inaugurated on July 6, 2020. Eligible individuals can now complete their Karnataka Nekar Samman Yojane online registration via the sevasindhu.karnataka.gov.in portal. As stipulated in the Karnataka Budget 2023-24, the state government provides a financial grant of Rs. 5,000 to support registered weavers.
To qualify for these benefits, weavers working with silk, wool, cotton, or other handloom materials are encouraged to submit their Nekar Samman Yojane application form. Registration is conducted through the official Seva Sindhu portal, a platform designed to provide seamless access to various Karnataka government welfare services and schemes directly to citizens.
Based on the 4th All India Handloom Census data (2019-2020), there are 54,789 registered handloom weavers in the state. By July 6, 2020, approximately 40,634 weavers had already successfully registered on the Seva Sindhu platform to receive scheme benefits.
Nekarara Sammana Yojane in Karnataka Budget 2023-24
During the Karnataka Budget 2023-24 presentation on February 17, 2023, the Finance Minister highlighted the government's commitment to the socioeconomic welfare of the weaving community. The assistance provided through the Nekarara Sammana Yojane has been enhanced from Rs. 3,000 to Rs. 5,000. Significantly, the scheme now includes power loom weavers and pre-loom workers for the first time. Approximately 1.5 lakh weavers have already received direct financial support totaling Rs. 75 crore via Direct Benefit Transfer (DBT).
Furthermore, the Finance Minister announced that looms and pre-loom units with power connections up to 5 HP will receive free electricity, alongside a 50% rebate on fixed energy charges. For general category entrepreneurs establishing Micro Enterprises (ME) with capital investments up to Rs. 1 crore, the government offers a capital subsidy of up to 50% (capped at Rs. 50 lakh). The updated Textile and Garment Policy (2019-24) has already stimulated Rs. 4,292 crore in capital investment and is expected to generate 44,257 new employment opportunities.
