Odisha Free Smartphone Scheme 2026 was officially introduced by Chief Minister Naveen Patnaik on November 17, 2020. During a video conference with the residents of Swabhiman Anchal, he inaugurated the initiative to distribute mobile phones at no cost to the beneficiaries.

CM Naveen Patnaik announced that the state administration will supply complimentary smartphones to every family residing in Swabhiman Anchal. The Chief Minister expressed his pleasure in commencing the distribution process within the region. The CM engaged with local citizens during the launch of this digital connectivity program.
Mobile Phone Distribution Initiative in Odisha
This initiative aims to enhance connectivity for local residents and provide students with tools for remote learning. Previously, in July 2018, the CM visited Swabhiman Anchal to open the Gurpriya Bridge and declared a Rs 100 crore development package under the SETU project to foster regional growth.

The state government subsequently increased this special funding to Rs. 215 crore. The allocation addresses critical sectors including education, infrastructure, water supply, agriculture, and banking. The CM also highlighted efforts to boost turmeric production and branding to improve the local economy.
Previous 2018 Smartphone Scheme for Women Farmers
The Odisha government previously launched a smartphone distribution program in 2018 for female farmers. This project provided internet-capable devices to small and marginal women farmers, allowing them to access market rates, weather updates, and agricultural innovations. Applicants were required to register online during the Kharif season to qualify.
The government implemented this scheme in stages, with approximately 70% of female farmers receiving Android devices in the initial phase. Cooperation Minister Surya Narayan Patro spearheaded this effort, acknowledging that previous mobile schemes were limited to male farmers only.
