Under this initiative, the state has begun distributing these supplies, starting on the birth anniversary of former Prime Minister Indira Gandhi. Rajasthan Menstrual Hygiene Scheme (MHS) for Women
The Rajasthan government initiated the distribution of free sanitary pads under the Udaan Yojana on November 19, 2021. The program includes awareness drives led by women's self-help groups, social activists, and various NGOs. These supplies are provided through educational institutions and Anganwadi centers in a structured, phased manner.

During the introduction of the Udaan Yojana, the Chief Minister highlighted that about 60% of health issues among women in the state are linked to poor menstrual hygiene. Consequently, this scheme was created as a pioneering effort. Roughly 1.20 crore women aged 10 to 45 are expected to benefit, marking this as a unique, large-scale public health project for the nation.
1st Phase of Rajasthan Udaan Scheme
The initial phase of the Udaan scheme received an allocation of Rs. 200 crore, aiming to provide benefits to approximately 28 to 30 lakh women across the state.
2nd Phase of Rajasthan Udan Yojana
The subsequent phase, representing the second stage of the Rajasthan Udaan Yojana, was scheduled to commence in March 2022.
To encourage healthy menstrual practices and foster a supportive environment regarding women's safety and dignity, the government is organizing specialized awareness campaigns.
Implementation of MHS Free Sanitary Napkin Scheme in Rajasthan
The Department of Women and Child Development acts as the primary agency for the Udaan scheme, as outlined in the Chief Minister's budget. This program aims to boost awareness regarding personal hygiene and reduce health risks. It is being executed through multi-departmental cooperation, involving Medical and Health, Education (School, College, Technical, and Higher), Tribal Area Development, and Rural Development departments.
To ensure successful implementation, the state has appointed brand ambassadors at both state and district levels. Furthermore, organizations and individuals contributing significantly to the scheme will be recognized. The sanitary products are manufactured by the Rajasthan Health Services Corporation Limited (RMSCL).
