The Central Government introduced the Swarnajayanti Gram Swarozgar Yojana (SGSY) to generate sustainable income for impoverished populations in rural and urban regions. Prime Minister Atal Bihari Vajpayee inaugurated this initiative on April 1, 1999. The SGSY program focused on fostering self-employment by forming Self Help Groups (SHGs). This effort successfully established 22.5 lakh SHGs, benefiting 66.97 lakh individuals. Interested parties can review historical data at sgsy.gov.in (now inactive), as the Swarnajayanti Gram Swarozgar Yojana has been restructured into the National Rural Livelihood Mission (DAY-NRLM), later rebranded as the Aajeevika Mission.
The SGSY initiative consolidated six previous programs: the Integrated Rural Development Programme (IRDP), the Training of Rural Youth for Self Employment (TRYSEM), the Development of Women & Children in Rural Areas (DWCRA), the Supply of Improved Toolkits to Rural Artisans (SITRA), the Ganga Kalyan Yojana (GKY), and the Million Wells Scheme (MWS).
Under this rural employment framework, the government organized activity clusters based on local skills and aptitude. Funding was facilitated by NGOs, Panchayati Raj institutions, District Rural Development Agencies (DRDAs), technical bodies, and financial institutions. The program is currently known as the National Rural Livelihood Mission (NRLM) and subsequently the Aajeevika Mission.
