Initial plans for the program in 2019 stalled because of difficulties in establishing clear criteria for "unemployed" status, and the 2020-2021 period saw further delays attributed to the economic impact of the pandemic.
During the 2019-20 budget presentation, Chief Minister Rao allocated a symbolic Rs. 1,810 crore for the scheme, noting that a panel of IAS officers would be tasked with drafting the eligibility guidelines.
Application Process for the Telangana Unemployment Stipend
Approximately 1 million individuals are registered with state employment exchanges, while over 2.9 million have signed up with the Telangana State Public Service Commission (TSPSC) for government roles. Many of those on the TSPSC list are believed to be currently employed in the private sector or are already in government service but looking for higher-level positions.
Even if the number of eligible jobless youth is 1 million, the government would need to allocate roughly Rs. 3,600 crore annually to fund the program. Many applicants are calling for the scheme to be backdated to December 2018.
