The Jharkhand state cabinet has approved the implementation of a universal pension system by updating existing pension regulations. These changes follow recommendations from the Department of Women, Child Development, and Social Security. Under the new rules, the pension is available to all eligible residents, provided they do not fall into two specific exclusion categories. Individuals aged 60 and above, widows over 18, and persons with disabilities are eligible, provided they are not:
- Income tax payers or members of their immediate family, or
- Permanent employees (or family members thereof) working for the state or central government or public sector organizations.
These modifications apply to both centrally sponsored schemes under the National Social Assistance Programme and state-run social security pension plans.
Universal Pension Scheme in the 2022-23 Jharkhand Budget
In the 2022-23 budget address, the Finance Minister stated, "Respected Speaker, our government has always stood by the weak and the poor. To fulfill this, we envisioned the Universal Pension scheme, simplifying the eligibility process. Since its rollout, 2.9 lakh people have already benefited, and we aim to cover all remaining eligible individuals in the 2022-23 fiscal year."

Who is eligible for the Universal Pension Scheme?
The requirement to provide APL/BPL ration cards has been removed under the new guidelines. Applicants can now register for the universal pension using their Voter ID card. Every citizen over 60 is covered under these new provisions, provided they are not income taxpayers. Widows over the age of 18 are also eligible, subject to providing a death certificate for their spouse.
