STEP 1: Go to the official portal at 7nishchay-yuvaupmission.bihar.gov.in. You can also download the official mobile app from the same website.

STEP 2: Click on "New Applicant Registration" and fill in your name (as per Aadhaar), mobile number, email ID, and Aadhaar number. Click "Send OTP", verify, and submit. You will get a login ID and password by SMS and email.

STEP 3: Log in with the credentials received. Select "Swayam Sahayata Bhatta Yojana (MNSSBY)" from the list of schemes. Fill in your personal details, educational information, and bank account details.

STEP 4: Upload scanned copies of all the required documents in the format and size specified on the portal. Review all details carefully before hitting submit.

STEP 5: After submission, download the acknowledgement slip. Note your registration number - you will need it for status tracking and the DRCC visit.

STEP 6: Within 60 days of applying online, visit your nearest District Registration and Counseling Centre (DRCC) on any working day between 10 AM and 5 PM with all original documents for verification. Make sure your bank account is Aadhaar-seeded before this visit, otherwise the DBT payment will not go through.

To get the monthly allowance under this scheme, all of the following conditions must be met:

  • Permanent resident of Bihar - must have a valid domicile/residence certificate.
  • Age between 20 and 25 years - this is a strict limit. Anyone below 20 or above 25 is not eligible.
  • Passed class 12 (Inter) or graduation (BA/BSc/BCom) - both are eligible. Those who passed 12th but enrolled in higher education are not eligible; only those who stopped after 12th or after graduation can apply.
  • Genuinely unemployed - no government or private job, and no self-employment or business of any kind.
  • Family income below ₹3 lakh per year - total annual family income should not exceed ₹3,00,000.
  • Not receiving any other benefit - should not be getting any other allowance, scholarship, student credit card loan, or education loan from any government source.

Who Cannot Apply

Even if you meet the age and education criteria, you will be disqualified if any of these apply to you:

  • Anyone currently enrolled in any college or higher education course after class 12.
  • Anyone already receiving a scholarship, stipend, Bihar Student Credit Card loan, or any other government financial benefit.
  • Anyone in a government or private job (contract, temporary, or permanent).
  • Anyone running a business or doing self-employment of any type.
  • Anyone whose family income is above ₹3 lakh per year.
