In an effort to provide monetary assistance to educated jobless youth, CM Nitish Kumar introduced the Mukhyamantri Nischay Swayam Sahayata Bhatta Yojana (MNSSBY), widely recognized as the Bihar Unemployment Allowance Scheme, on October 2, 2016. Under this initiative, qualified candidates receive ₹1,000 every month for a maximum of 2 years (a total of ₹24,000) deposited directly into their bank accounts via DBT while they look for work. This program falls under the Saat Nischay Yojana initiative titled "Aarthik Hal Yuwaon Ko Bal" and is managed by the Bihar Planning and Development Department.
Initially, this support was restricted to 12th-grade graduates. As of 2025, the Bihar government has broadened the scope, allowing unemployed Arts, Science, and Commerce graduates to apply for the same monthly stipend of ₹1,000. All submissions must be completed online through the official portal: 7nishchay-yuvaupmission.bihar.gov.in.
