Through this initiative, the Gujarat state authorities are offering crop loans with an interest rate of 0%. Eligible farmers can secure financial assistance of up to Rs. 3 Lakhs under this policy.

The government is facilitating farm credit of up to Rs. 3 Lakhs at an effective zero-percent interest rate. Typically, cooperative banks charge farmers a 7% interest rate. To achieve a 0% effective rate, the state government covers 4% while the federal government covers 3%. Now, the state administration has committed to covering the central government's 3% portion as well.

Due to the impact of the Covid-19 pandemic, the Gujarat government has postponed the repayment deadlines for short-term agricultural loans. Furthermore, the state has pledged to pay the central government's interest share on behalf of farmers who experienced delays in their repayments.

Understanding Interest Subvention for Farm Loans

Under this program, the state government absorbs financial obligations that would otherwise fall on the farmers. Cooperative banks in the state generally apply a 7% interest rate to crop loans issued between April and July. Farmers who clear their debt within the one-year term typically receive a 3% subsidy from the central government and a 4% subsidy from the state.

Former Chief Minister Vijay Rupani authorized the extension of repayment deadlines to support the farming community. The state government now provides the full 7% interest subvention—combining the central 3% and state 4% portions—ensuring that farmers participating in the cooperative lending framework face no interest costs.

Advantages of State-Provided Interest Relief

Previously, farmers who missed repayment deadlines forfeited the 3% central interest subsidy. Under the current policy, those farmers are protected, as the state government now covers that portion as well. By assuming the entire 7% interest burden, the state ensures that farmers are completely exempt from interest payments on their crop loans.

Inception of the Zero Interest Loan Initiative

This program was first unveiled during the Gujarat Gaurav Mahasammelan in Gandhinagar on October 16, 2017. The initiative, designed to provide subsidized agricultural credit, is fully operational, with the government having established comprehensive guidelines for its administration.
